Death toll in Tanzania building collapse rises to 19

NAIROBI (Reuters) - The death toll from the collapse of a building in Tanzania's commercial capital Dar es Salaam has climbed to 19, a senior official said on Saturday.

The building of more than 12 storeys, which had been under construction, collapsed on Friday morning near a mosque in the Kariakoo district around the city center. Several cars were crushed by falling masonry.

Tanzania's buoyant economy has fuelled a building boom, especially in Kariakoo and the city center. But the speed of construction has raised concerns about standards.

"Nineteen people have been killed so far and 17 were rescued alive, so this accounts for 36 people who were trapped in the collapsed building," Dar es Salaam Regional Police Commander Suleiman Kova told reporters at the scene.

"There is very little hope of finding any more people alive from under the rubble, but we are determined to recover all bodies so that they can be given a proper burial."

Witnesses said they believed construction workers were inside the building when it collapsed. Rescue workers sifting through the rubble on Saturday said two boys were also still missing.

Tanzanian President Jakaya Kikwete, who visited the scene on Friday, ordered authorities to act against responsible parties.

Kova said police had arrested four suspects, including the building owner. Police had previously said the owner in custody was also the contractor, but later said they were still looking for the building contractor.

China's Tencent messaging app may no longer be free: government official

SHANGHAI (Reuters) - Users of Tencent Holdings' hugely popular mobile chatting application may have to pay fees in future to satisfy China's three mobile telecom operators, Chinese media quoted a government official as saying on Sunday.

Tencent's Weixin, or WeChat, chatting application (app) is currently free and has more than 300 million users. The app is positioned as the next bright revenue spot for Tencent.

However, media reported that Chinese telecom operators such as China Mobile Ltd, China Unicom and China Telecom Corp, are looking to charge users for the app because of its large data bandwidth use.

China's Ministry of Industry and Information Technology, the regulatory body that governs the Internet and telecommunications sectors, is looking at the possibility of users having to pay a small fee to the telcos to use the app, said Miao Wei, head of the ministry, according to Caixin Media.

Experts say charging a fee could affect its popularity.

Tencent, China's largest online gaming and social networking company, said recently it plans to invest heavily in Weixin to attract more overseas users.

Chinese media also reported this month that China Mobile is in the process of developing its mobile instant-messaging app, Fetion, to compete with Tencent better.

North Korea says it is entering 'state of war' with South

North Korea said on Saturday that it was entering a "state of war" with South Korea, following a call to arms by the country's young leader Kim Jong Un and days of increasingly belligerent rhetoric from the isolated state.

The North's official news agency KCNA published the joint statement issued by the government, political parties and other organizations.

"From this time on, the North-South relations will be entering a state of war and all issues raised between the North and the South will be handled accordingly," it said.?

The statement also warned that if the U.S. and South Korea carried out a pre-emptive attack, the conflict "will not be limited to a local war, but develop into an all-out war, a nuclear war."

Analysts have said the North's threats have followed a similar pattern but that the country's 30-year-old leader is unpredictable and potentially dangerous.

The White House responded on Saturday by reiterating that "North Korea has a long history of bellicose rhetoric and threats," National Security Council spokeswoman Caitlin Hayden said in a statement. However, she said the U.S. "takes these threats seriously".

"We continue to take additional measures against the North Korean threat, including our plan to increase the U.S. ground-based interceptors and early warning and tracking radar, and the signing of the ROK-U.S. counter-provocation plan," she said.

On Thursday the U.S. sent two nuclear-capable bombers to South Korea, where they dropped inert munitions in a military exercise. The flight sparked an angry response from the North, which declared on Friday that it was preparing rockets aimed at American bases in South Korea and the Pacific.

"We take these threats seriously and remain in close contact with our allies in South Korea," said Caitlin Hayden, a spokesperson for the National Security Council. The response comes as leader Kim Jong Un declared a "state of war" on South Korea. NBC's Kristen Welker reports.

A South Korean defense ministry official said there were no early signs that the North was mobilizing, Reuters reported.

The two nations have technically been at war since a truce ended their 1950-53 conflict, but tensions have been increasing since the North carried out its third nuclear weapons test in February.

21years later, Pitino and Krzyzewski meet again

INDIANAPOLIS (AP) ? Mike Krzyzewski and Rick Pitino are finally doing an encore.

For the first time since their teams played perhaps the greatest game in the history of the NCAA tournament, Krzyzewski and Pitino will meet in the NCAA tournament Sunday when top-seeded Louisville faces Duke. In the regional finals, no less.

Never mind that few of their current players were even born in 1992. Or that Pitino is no longer at Kentucky, having switched sides in the state's civil war after his brief trip to Boston and the NBA ended badly.

Krzyzewski and Pitino are forever linked by that one game in Philadelphia, immortalized by Christian Laettner's improbable shot.

"It's one of those moments in time that helped define our sport," Krzyzewski said Saturday. "When I've talked to Rick about it, we realize we were the lucky guys. We had different roles at that time, but we were both lucky to be there."

Said Pitino, "It was like being in Carnegie Hall and seeing the best musician or the best singer. Just sitting there in amazement of what they were doing out on the basketball court."

Krzyzewski and Pitino are two of the finest coaches of their generation, with five NCAA titles and 1,618 victories between them. Yet for all of their success, and for as good a friends as they are, Krzyzewski and Pitino rarely play each other.

When Louisville (32-5) and Duke (30-5) played in the Battle 4 Atlantis tournament in November ? Duke won ? it was the first time Krzyzewski and Pitino had played each other since '92. Sunday's game will be their third meeting ever.

"That's why we got them in the conference. Got to start doing this a little bit more," Krzyzewski joked, referring to Louisville's upcoming move to the ACC.

But almost nothing could top that first meeting between them.

The Blue Devils, led by Laettner and Grant Hill, were defending national champions in 1992. Kentucky was on the rise again after two years on probation. When they met in the old Spectrum for the East Region finals, it was a showdown of the 1 and 2 seeds, a game worthy of a national championship.

"It was such a high-scoring game with so much perfection in the way players passed and shot the ball. That's what made it stand the test of time," Pitino said. "It was a game where two coaches could sit back and watch great players perform at the highest level."

After coming from 10 down in regulation, Kentucky appeared to have the game won when Sean Woods made a running bank shot in the lane with 2.5 seconds left in overtime. Duke called a timeout, and gave the ball to Grant Hill to inbound.

The Wildcats knew the ball was going to Laettner, a 6-foot-11 center who'd made a buzzer-beater against Connecticut in the regional finals two years earlier. But without Jamal Mashburn ?he'd fouled out ? Pitino pulled John Pelphrey and Deron Feldhaus aside and warned them not to foul.

"I said, 'Whatever you do, don't foul him. He hasn't missed a shot,'" Pitino recalled. "I shouldn't have done that. That was the mistake I made. I should have said, 'Whatever you do, bat down the ball. I don't care what the contact is, go for the basketball.'

"You saw my guys freeze a little bit."

As anyone who's ever watched the NCAA tournament in the last 21 years knows, Hill threw a strike from the far baseline and found Laettner at the foul line with his back to the basket. Laettner faked right, spun to his left and his 15-footer hit nothing but net as the buzzer sounded.

"I don't think you can realize the significance at that time," Krzyzewski said. "I will always remember the stark difference in emotion. Because, right in front of me, Richie Farmer collapsed. I see our guys jump and I see him fall. And really, I was more taken by Richie. I understood by looking at him ... just how tough that was."

It was agonizing for the first 24 hours, Pitino said. But when he popped a tape of the game in the next day, he saw it in a different light.

"I just sat back and said, 'Darn, that was some hell of a basketball game,'" he said. "I got the guys together and I said, 'Man, that was a great game.' Really was a great game, especially playing without Mash."

Duke would go on to win its second straight title, beating Michigan in the final. Kentucky would complete its revival four years later when the Wildcats beat Syracuse for their sixth NCAA title and first since 1978.

But it is that game that everyone remembers, and the years have done nothing to diminish it.

Clips of the play are on repeat throughout the tournament each year. And as the NCAA celebrates 75 years of March Madness this year, the Laettner play has been among the highlights.

"I do think about it often," Pitino said. "Not from a revenge standpoint, but as a great game that I was happy to be part of.

"To me, it's one of the best losses I've ever had," he said. "A bad loss is where your guys play terrible, you don't play. It was a great loss because my guys played almost a perfect game and we just had the wrong ending for us. But it was one of the greatest basketball games ever played because it was so high-powered with great play. One great play after another. That was fun to be part of."

Burke leads UM rally over Kansas, 87-85 in OT

ARLINGTON, Texas (AP) ? Trey Burke never doubted he could lead Michigan to its deepest NCAA tournament run since the Fab Five era.

Not after a scoreless first half. Not when the Wolverines trailed top-seeded Kansas by 14 with less than 7 minutes left ? or by 5 with 21 seconds left.

And definitely not when he got the ball in his hands and the seconds draining away.

Burke scored all 23 of his points in the second half and overtime, including a long, tying 3-pointer in the final moments of regulation as Michigan rallied to beat Kansas 87-85 in the South Regional semifinals Friday night.

"We never lost faith out there," Burke said. "We stuck it out together."

Ben McLemore had 20 points to lead the Jayhawks (31-6), who looked to be on their way to a third straight regional final before Michigan's improbable rally. Instead, they became the third No. 1 seed to fall in this tournament, joining Gonzaga and Indiana.

"Well, this will certainly go down as one of the toughest games that obviously we've been a part of and I've been a part of," Kansas coach Bill Self said. "But props to Michigan for making all the plays late."

That's for sure.

The fourth-seeded Wolverines (29-7) were down five when Tim Hardaway Jr. missed a 3-pointer with 35 seconds left, but Glenn Robinson III won a scramble for the ball and hit a reverse layup to force Kansas to win the game at the free throw line.

The Jayhawks couldn't do it. Burke's tying shot ? he pulled up from well beyond the arc just left of the key ? came with 4.2 seconds left after Elijah Johnson missed a free throw and Michigan got the rebound.

Moments earlier, with 21 seconds remaining, Johnson had hit two from the line to keep the Kansas lead at five. Burke had scored on a layup to get Michigan back to within three.

"We never had the mindset that we were going to lose the game," Burke said. "When we were down 14, we knew anything could still happen. It's March, anything can happen."

Michigan went to back-to-back championship games a generation ago with the Fab Five led by Chris Webber, Juwan Howard and Jalen Rose. But the folks in Ann Arbor will be talking for years about the shot by Burke under the huge video board Cowboys Stadium, just down the road from where Howard and Rose played their last game together with Ray Jackson and Jimmy King in a regional final loss to Arkansas in 1994.

The Wolverines will play Florida in the regional final Sunday. The third-seeded Gators beat 15th-seeded Florida Gulf Coast 62-50.

"Just to be able to get this program back to the Elite Eight, it feels good," Burke said. "But we want to go further."

The lead changed hands five times in overtime ? the first OT game of the tournament ? the last when Mitch McGary, who led Michigan with 25 points and 14 rebounds, hit a short jumper with Johnson in his face to put Michigan ahead 83-82.

The Jayhawks got a stop and had about 9 seconds to tie or win, but a jumbled possession ended with Naadir Tharpe missing a running jumper at the buzzer.

"We played like we were trying to hold onto something instead of just continuing to play," Johnson said.

Burke had eight points in the closing 14-4 run that tied the game, then gave Michigan its first lead since early with another long 3-pointer to make it 79-78 early in overtime. He hit a jumper on the next possession as well. After failing to score in the first 20 minutes, Burke ended his drought by scoring eight straight points early in the second half to momentarily cut the deficit to two.

"In the second half, coach told me to be more aggressive so I looked for my shot more," he said.

But Kansas restored a 10-point lead built on controlling the paint, this time with a 3-pointer and a tomahawk dunk on a breakaway by McLemore and a three-point play from Johnson.

Johnson, who picked up three fouls in just three minutes of playing time in the first half, gave Kansas its biggest lead at 68-54 with a 3-pointer from the corner with just under 7 minutes left.

Travis Releford had 16 points for the Jayhawks, while Jeff Withey had 12 points and eight rebounds.

McLemore didn't score again after going to the bench with his fourth foul with 8 minutes remaining.

"We had chance to seal the game, but we made some bonehead plays late," Releford said.

Kansas pushed out to a 10-point lead early by dominating around the basket. McLemore's first basket was the first outside the paint as the Jayhawks scored 34 of their 40 first-half points from inside while shooting 69 percent.

Withey put Kansas ahead 29-19 with a turnaround shot that had McGary shrugging at a teammate and saying, "I'm trying."

McGary wasn't having nearly as much trouble on the offensive end, leading the Wolverines with 11 points and five rebounds in the first half. He picked up where he left off in the third round against Virginia Commonwealth, when he had season highs of 21 points and 14 rebounds.

Michigan pulled within 40-34 at the half when Nik Stauskas hit a 3-pointer and had chance for a four-point play when McLemore bumped him on the shot. But he missed the free throw.

No matter. In the end, Burke was Fab-u-lous and the Wolverines are one win away from the Final Four.

(AP) ? U.S. special operations forces handed over their base in a strategic region of eastern Afghanistan to local Afghan commandos on Saturday, a senior U.S. commander said. The withdrawal from Nirkh district meets a demand by Afghan President Hamid Karzai that U.S. forces leave the area after allegations that the Americans' Afghan counterparts committed human rights abuses there.

"We're coming out of Nirkh," said Maj. Gen. Tony Thomas, the top U.S. special operations commander in Afghanistan, in an interview with The Associated Press.

Attaullah Khogyani, spokesman for the governor of Wardak province outside Kabul in which Nirkh is located, confirmed that U.S. special operations forces withdrew and were replaced by a joint Afghan security forces team.

The transfer of authority ends a controversial chapter in which Karzai accused U.S. troops and an interpreter working with them of torture, kidnapping and summary execution of militant suspects in Nirkh ? charges U.S. officials including top commander in Afghanistan Gen. Joseph Dunford firmly denied.

The incident shows the larger struggle of Karzai's government to assert its authority over security matters, even as its green security forces try to assume control of much of the country from coalition forces on a rushed timeline, ahead of the scheduled withdrawal of most of coalition forces by December 2014.

Karzai had originally demanded the U.S. special operations forces pull out from the entire province, a gateway and staging area for Taliban and other militants for attacks on the capital Kabul. But he scaled down his demands to just the single district after negotiations with Dunford and other U.S. officials.

"President Karzai was specific, it's only for Nirkh, that was a provocative point," Thomas said. "American special operations forces are integral in the defense of Wardak from now until the foreseeable future."

U.S. commandos will also continue to visit the Afghan team in Nirkh.

"We're going to support them from a distance," Thomas said. "The reality is there was such a groundswell of support (from locals) in Wardak after the initial allegations that we're keeping several teams down there to work with the Afghan security forces for the future, with an idea that we'll transition over time."

The Americans are paired with and live alongside locally recruited and trained teams known as Afghan local police. Thomas said most of the local police will be paired with Afghan security forces by the end of the summer, with the Americans making occasional visits as they will do in Nirkh, to assess whether they need logistic or other support.

One Wardak government official expressed relief that the agreement crafted with Karzai did not mean the complete pullout of U.S. forces from the province, saying that local officials were worried their new forces would not yet be able to keep hardcore insurgents out of the area.

The official spoke on condition of anonymity because his comments run counter to public statements made by Karzai, that the Afghan security forces are ready for complete independence in Wardak.

Holy Week pilgrims head to NM shrine amid new pope

CHIMAYO, N.M. (AP) ? Tens of thousands of pilgrims are expected during Easter Weekend to visit El Santuario de Chimayo, one of the most popular Catholic shrines in the Americas.

And this year, pilgrims are coming to this adobe chapel in the Sangre de Cristo Mountains under historic circumstances ? the "Lourdes of America" is now under the first pope from the Western Hemisphere.

Just two weeks after Pope Francis was elected, around 50,000 are expected to visit the popular northern New Mexico Catholic shrine, and officials say even more may come because of Argentine-born pontiff.

"We believe the new pope might contribute to even more people visiting," said Joanne Dupont Sandoval, secretary at the Chimayo parish. "We're already seeing people make trip in the early part of the week."

The former Jorge Mario Bergoglio, 76, who had spent nearly his entire career at home in Argentina, was elected pope earlier his month. As the first Jesuit pope, he was been credited with focusing on helping the poor and teaching and leading priests in Latin America.

Some pilgrims will make the 90-mile, three-day walk from Albuquerque to the shrine that houses "el pocito," a small pit of holy adobe-colored soil that some believe possesses curing powers.

Chimayo also is a National Historic Landmark, and some 200,000 people are estimated to visit each year, with the bulk occurring during Easter Week.

Santa Fe County Sheriff Robert Garcia announced this week that traffic patrols will increase Thursday to Sunday for safety as thousands of pilgrims walk along heavily used roads, such as NM 502 and 503 and U.S. 84-285.

Sheriff's deputies also will be assisted by New Mexico State Police, Santa Fe Police Department, Pojoaque Tribal Police Department, and the Bureau of Indian Affairs to watch for drunken drivers.

Garcia said deputies will hand out 2,000 glow-in-the-dark sticks to walkers to make them more visible to motorists.

For two centuries, Hispanic and Native American pilgrims have made spiritual journeys to El Santuario de Chimayo and often carry photos of sick relatives and requests for miracles.

(AP) ? Members of Congress are traveling less and worrying more about meeting office salaries. Their aides are contending with long lines to get inside their offices and fewer prospects of a raise. Such are the indignities thrust upon the men and women who brought the country $85 billion in government spending cuts this month.

There probably won't be much sympathy for a senator or congressman making $174,000 a year who is in no danger of being furloughed or laid off, at least until the next election. Still, there has been an effort, especially in the Republican-led House, to show that no one should be exempt from sacrifice.

"As those who are charged with the care of taxpayers' dollars, we need to lead by example," Rep. Candice Miller, R-Mich., who chairs the House Administration Committee, said last week in promoting a bill to slash the budgets of House committees by 11 percent.

Earlier in March ? after Congress and the White House failed to come up with an alternative to across-the-board cuts in most federal programs ? the House imposed an 8.2 percent reduction in lawmakers' personal office budgets. That came on top of 11 percent cuts to members' office budgets during 2011-2012.

"We've drastically reduced travel both for myself and my staff," said Republican Rep. John Campbell, who must cross the country to visit his southern California district. He said he tends to stay in Washington on two-day weekends rather than return home. "I'm more productive here when I'm not rushing to get home," he added.

Campbell said other "little things" he is doing to economize include reducing the office phone bill, cutting off magazine and newspaper subscriptions and using email rather than letters to communicate with voters.

Rep. Luke Messer, a freshman Republican from Indiana, said he hired fewer people when he came to Washington because "we essentially began the term knowing there was a high possibility of a sequester"? Washington-speak for the automatic spending cuts.

So far, congressional staffers appear to have escaped the furloughs that are likely to send thousands of public servants home without pay for several workdays over the next six months and disrupt some government services. "I hope to avoid that," said Rep. Jared Polis, D-Colo., "but we will take any steps to ensure we don't exceed our budget." Under House rules, a lawmaker must pay for excess spending out of his or her own pocket.

The fiscal pressures are weaker in the Senate, where senators have staff budgets about double the amount of the $1.3 million average in the House and where the office cuts ordered because of the sequester were limited to 5 percent.

While staffers still have their jobs, they may have a harder time getting to them. Security officials have cut costs by closing 10 entrances and several side streets around the Capitol complex, creating long lines to get through screening stations. People "have started to adjust to those changes at the entrances," although it is still a challenge on busy days, said Senate Sergeant at Arms Terrance Gainer.

Gainer, who oversees nearly 1,000 security and administrative employees, said he hopes to abide by the 5 percent sequester cut without layoffs by enlisting 70 or 80 people for a voluntary retirement program.

Some House members also are feeling the pinch during the two-week Easter break, a prime time for foreign "fact-finding" tours. House Speaker John Boehner, R-Ohio, announced last month that members must book commercial flights rather than make use of more convenient but more expensive military aircraft.

Some Democrats have complained the GOP enthusiasm for frugality has come at too high a cost.

"At a time when most members of this body are representing newly formed congressional districts with a need to open new offices or move to new locations, we find ourselves with an 8.2 percent decrease in the very operating budgets that support constituent services," said Rep. Debbie Wasserman Schultz, D-Fla.

Wasserman Schultz, who also is the Democratic Party's chairwoman, criticized House Republicans for cutting budgets while spending some $3 million for the legal defense of the 1996 Defense of Marriage Act, which bars federal recognition of same-sex marriages.

"We are past the point of cutting what we want, and we are now into cutting what we need ? our ability to attract and retain expert staff," said Rep. Robert Brady of Pennsylvania, the senior Democrat on the House Administration Committee.

Brad Fitch, president and CEO of the Congressional Management Foundation, a nonprofit organization that works to improve congressional operations, said it's still possible that House members will have to resort to furloughs or layoffs. So far, he said, they have been able to cope with the cuts of the past three years with less drastic steps, such as reducing the size of their staffs through attrition, making more use of interns and using email rather than mass mailings.

At the end of 2011, Fitch's group recommended 46 possible ways for members to cut $90,000 from their 2012 budgets, ranging from pay freezes, holding more town hall meetings by telephone, delaying purchases of new computers, eliminating Washington staffers' visits to district offices, closing district offices, eliminating bottled water from offices and reviewing spending on food and beverages for constituents.

When Dr. Rene Joyeuse's request for burial at Arlington National Cemetery was rejected, the family of the decorated Swiss-born World War II spy launched a campaign to get the decision reversed. Months later, Joyeuse is getting his wish, thanks in part to the involvement of the nation's top covert operators, including CIA Director David Petraeus.

Before resigning amid a sex scandal last November, Petraeus played a key role in convincing Pentagon officials that Joyeuse, a retired doctor from upstate New York, deserved to lie in rest among some of America's greatest military heroes, people familiar with the situation told The Associated Press.

"It got attention at the highest levels, very high up. The Corsair Voyager Air ($219.99 list) is a sharable hard drive that works over both wireless and wired networks. It's one of the most flexible on the market, with Wi-Fi and Ethernet connectivity. You can use it to serve your digital life (photos, music, videos) to tablets, phones, and laptops both on the road and at home. The drive has a lot of potential and capabilities, but a few version 1.0 stumbles keep it from being the perfect sharable drive.

Design and Features
The Voyager Air is a notebook-class hard drive with a whole lot of networking built in. As such it is a bit larger than the usual pocket drive, but it will still fit nicely into your commute bag. The 1TB model we reviewed comes in a red paint finish on the top and sides, with a black front, back, and bottom panels. An all-black model is an option at both 500GB and 1TB capacities. The drive has two switches on the front for power and Wi-Fi, while the back has a power jack for the included power cables, USB 3.0 jack, and Gigabit Ethernet jack. Corsair included a simple slipcase for the drive, in case you're picky about nicks and scratches on the drive casing. The drive also comes with a 2 Amp AC to USB charger and a 2Amp car USB charger and all necessary cables. You'll need to carry one of the chargers with you at all times, as the drive doesn't charge its battery over the USB data cable.

The Voyager Air works like a NAS. If you connect it to your Ethernet network, the drive becomes visible to Mac and PC desktops and laptops instantly, and you can copy files to the drive at your heart's content. Once set up as a network drive on your desktops and laptops, you can use the drive as a wireless backup, but you'll have to bring your own backup solution, whether that's the one built into your OS or a third-party solution like Retrospect. When connected to the Ethernet network, you can wirelessly access the files from your laptop, desktop, phone, or tablet as long as you're all connected to the same wired/wireless router.

Hooking up the Voyager Air as a NAS is one of the simpler ways to share files. There's no complex user management here, so just be warned that all files and folder will be visible to everyone unless you lock the files themselves with passwords (like when they're zipped) or save them encrypted. One nit is that drive can't pass the Internet from the Ethernet port through its internal Wi-Fi radio, unlike the G-Technology G-Connect (500GB) ($199.99), so the Voyager Air won't add Wi-Fi to a wired network.

The 1TB drive is formatted for NTFS out of the box, so you'll have to reformat HFS+ or install a third-party NTFS utility on your Mac if you want to directly connect the drive to your Mac via USB. If you have a mixed OS environment at home, Macs can access the drive over the network without a reformat. If you reformat the drive HFS+, you can also use the drive with Time Machine (via USB or over the network).

You must copy your files to the drive manually. Therefore, it's up to you to be picky about which folder in which to store your files. The easy thing would be to copy your documents, video, music, and photo, folders to the Voyager Air, but this is dependent on you already having your files neatly filed away in those four folders. If you've not kept a tidy ship, and have media files everywhere on your various systems, then you can just copy everything over to the Voyager Air, but that's somewhat wasteful of space and you'll have to navigate to those folders manually later. The Editors' Choice for wireless hard drives, the Seagate Wireless Plus ($199.99) comes with a Seagate Media Sync application for Mac or Windows that can seek out those files and copy only those media files to your drive.

The Voyager Air works in home and on the road via its own Wi-Fi network. When you turn on the Wi-Fi switch on the Voyager Air, the drive sets up a local Wi-Fi network, which can share its files to multiple clients including phones, tablets, and laptops. This is the situation you'll find yourself in if you're away from Wi-Fi hotspots, like in a car or in the middle of a rural park. An example would be when you're on a road trip and want to bring all your video files with you. That way little Katie can watch all the episodes of Dora the Explorer she wants, rather than just the few that will fit on the 16GB iPad she's toting. This is the primary function of the Kingston Wi-Drive ($129.99): that unit is a drive that shares to its own nearby Wi-Fi clients. The G-Connect can also do this is stand-alone mode, as can the Seagate Wireless Plus.

If you're lucky enough to have a 3G/4G hotspot with you, you can set up the Voyager Air to pass Internet through itself. You can then setup a local Wi-Fi network on the Voyager Air, which will serve both the Internet and your files to wireless laptops and other clients. All your laptops, tablets, and phones will be connected to the Voyager Air's network, while the Voyager Air is connected to the hotspot. This is the theoretical perfect configuration for the Voyager Air, which is also applicable to the Seagate Wireless Plus, but not the G-Connect nor the Wi-Drive. The Voyager Air and Seagate Wireless Plus are the better travelling companions if you have a 4G hotspot and are travelling with your family.

Q&A: Europe's freezing Easter and global warming

STOCKHOLM (AP) ? Is it Easter or Christmas? Many Europeans would be forgiven for being confused by winter's icy grip on lands that should be thawing in springtime temperatures by now.

Britain is on track for the coldest March since 1962, according to national weather service the Met Office, which also says daily low temperatures in London are going to remain below freezing through the Easter holiday. The mean temperature in Britain from March 1-26 was 2.5 C (36.5 F) ? three degrees below the long-term average.

In Berlin, Good Friday saw a new round of snowfall and temperatures just above freezing. The city's popular lakeside beach opened for the season as planned, though it wasn't exactly beach weather. Some visitors built a snowman and few ventured into the freezing water.

What's going on?

As always when you talk about weather, natural variability is a big factor. But an increasing body of research suggests that cold spells like the one that has lingered in northern and central Europe for much of March could become more common as a result of global warming melting the Arctic ice cap.

Q: Why is it so cold in much of Europe right now?

A: Normally, European winters are kept relatively mild by wet, westerly winds from the Atlantic. But in March, the wind has been blowing mostly from the northeast, bringing freezing Arctic air down over much of Europe.

Q: So why are the winds coming from the northeast?

A: The winds are driven by atmospheric circulation patterns which in turn are affected by differences in air pressure between northern and southern latitudes. For much of March this circulation has been in a negative state, meaning the pressure difference is small. That weakens the westerly Atlantic winds and paves the way for cold air to sweep down over Europe from the Arctic and Siberia.

Q: What does that have to do with Arctic sea ice?

A: Global warming is melting the ice cap over the Arctic Ocean. Last September, it reached its lowest extent on record. Climate models show that the loss of sea ice ? which acts as a lid on the ocean, preventing it from giving off heat ? triggers feedback mechanisms that shake up the climate system further. A series of studies in recent years have shown that one such effect could be changes in atmospheric circulation, resulting in more frequent cold snaps in Europe.

Q: How would melting Arctic ice lead to cold snaps?

A: The theory is the loss of sea ice means more heat is released from the open ocean, warming the layer of polar air over the water. That reduces the temperature and air pressure differentials with more southern latitudes, increasing the likelihood of a negative state in the atmospheric circulation. Experts stress that winter weather is affected by many other factors, but several studies have shown the Arctic melt loads the dice in favor of colder and snowier winters in Europe. One study by scientists at the Potsdam Institute for Climate Impact Research in Germany showed European cold snaps could become three times more likely because of shrinking sea ice.

Q: What's the impact on the jet stream?

A: Some studies suggest that the shrinking sea ice also shifts the polar jet stream, a high-altitude air current that flows from west to east. Bigger waves in the meandering jet stream allow frigid air to spill southward from the Arctic, they say. Other climate experts are uncertain about this effect, saying more research is needed.

Google adds Street View to ghost town inside Japan nuclear zone

TOKYO? ? Concrete rubble litters streets lined with shuttered shops and dark windows. A collapsed roof juts from the ground. A ship sits stranded on a stretch of dirt flattened when the tsunami roared across the coastline. There isn't a person in sight.

Google Street View is giving the world a rare glimpse into one of Japan's eerie ghost towns, created when the March 2011 earthquake and tsunami sparked a nuclear disaster that has left the area uninhabitable.

The technology pieces together digital images captured by Google's fleet of camera-equipped vehicles and allows viewers to take virtual tours of locations around the world, including faraway spots like the South Pole and fantastic landscapes like the Grand Canyon.

Now it is taking people inside Japan's nuclear no-go zone, to the city of Namie, whose 21,000 residents have been unable to return to live since they fled the radiation spewing from the Fukushima Dai-ichi nuclear power plant two years ago.

Koto Naganuma, 32, who lost her home in the tsunami, said some people find it too painful to see the places that were so familiar yet are now so out of reach.

She has only gone back once, a year ago, and for a few minutes.

"I'm looking forward to it. I'm excited I can take a look at those places that are so dear to me," said Naganuma. "It would be hard, too. No one is going to be there."

Namie Mayor Tamotsu Baba said memories came flooding back as he looked at the images shot by Google earlier this month.

He spotted an area where an autumn festival used to be held and another of an elementary school that was once packed with schoolchildren.

"Those of us in the older generation feel that we received this town from our forbearers, and we feel great pain that we cannot pass it down to our children," he said in a post on his blog.

"We want this Street View imagery to become a permanent record of what happened to Namie-machi in the earthquake, tsunami and nuclear disaster."

Street View was started in 2007, and now provides images from more than 3,000 cities across 48 countries, as well as parts of the Arctic and Antarctica.

Exhibit of Jews in Germany raises interest, ire

BERLIN (AP) ? "Are there still Jews in Germany?" ''Are the Jews a chosen people?"

Nearly 70 years after the Holocaust, there is no more sensitive an issue in German life as the role of Jews. With fewer than 200,000 Jews among Germany's 82 million people, few Germans born after World War II know any Jews or much about them.

To help educate postwar generations, an exhibit at the Jewish Museum features a Jewish man or woman seated inside a glass box for two hours a day through August to answer visitors' questions about Jews and Jewish life. The base of the box asks: "Are there still Jews in Germany?"

"A lot of our visitors don't know any Jews and have questions they want to ask," museum official Tina Luedecke said. "With this exhibition we offer an opportunity for those people to know more about Jews and Jewish life."

But not everybody thinks putting a Jew on display is the best way to build understanding and mutual respect.

Since the exhibit ? "The Whole Truth, everything you wanted to know about Jews" ? opened this month, the "Jew in the Box," as it is popularly known, has drawn sharp criticism within the Jewish community ? especially in the city where the Nazis orchestrated the slaughter of 6 million Jews until Adolf Hitler's defeat in 1945.

"Why don't they give him a banana and a glass of water, turn up the heat and make the Jew feel really cozy in his glass box," prominent Berlin Jewish community figure Stephan Kramer told The Associated Press. "They actually asked me if I wanted to participate. But I told them I'm not available."

The exhibit is reminiscent of Holocaust architect Adolf Eichmann sitting in a glass booth at the 1961 trial in Israel which led to his execution. And it's certainly more provocative than British actress Tilda Swinton sleeping in a glass box at a recent performance at the Museum of Modern Art in New York.

Eran Levy, an Israeli who has lived in Berlin for years, was horrified by the idea of presenting a Jew as a museum piece, even if to answer Germans' questions about Jewish life.

"It's a horrible thing to do ? completely degrading and not helpful," he said. "The Jewish Museum absolutely missed the point if they wanted to do anything to improve the relations between Germans and Jews."

But several of the volunteers, including both German Jews and Israelis living in Berlin, said the experience in the box is little different from what they go through as Jews living in the country that produced the Nazis.

"With so few of us, you almost inevitably feel like an exhibition piece," volunteer Leeor Englander said. "Once you've been 'outed' as a Jew, you always have to be the expert and answer all questions regarding anything related to religion, Israel, the Holocaust and so on."

Museum curator Miriam Goldmann, who is Jewish, believes the exhibit's provocative "in your face" approach is the best way to overcome the emotional barriers and deal with a subject that remains painful for both Jews and non-Jews.

"We wanted to provoke, that's true, and some people may find the show outrageous or objectionable," Goldmann said. "But that's fine by us."

The provocative style is evident in other parts of the special exhibition, including some that openly raise many stereotypes of Jews widespread not only in Germany but elsewhere in Europe.

One includes a placard that asks "how you recognize a Jew?" It's next to an assortment of yarmulkes, black hats and women's hair covers hanging from the ceiling on thin threads. Another asks if Jews consider themselves the chosen people. It includes a poem by Jewish author Leonard Fein: "How odd of God to choose the Jews. But how on earth could we refuse?"

Yet another invites visitors to express their opinion to such questions as "are Jews particularly good looking, influential, intelligent, animal loving or business savvy?"

Despite the criticisms, the "Jew in the Box" has proven a big hit among visitors.

"I asked him about the feelings he has for his country and what he thinks about the conflict with Palestine, if he ever visited Palestine," visitor Panka Chirer-Geyer said. "I have Jewish roots and I've been to Palestine and realized how difficult it was there. I could not even mention that I have Jewish roots."

On a recent day this week, several visitors kept returning to ask questions of Ido Porat, a 33-year-old Israeli seated on a white bench with a pink cushion.

One woman wanted to know what to bring her hosts for a Shabbat dinner in Israel. Another asked why only Jewish men and not women wear yarmulkes. A third inquired about Judaism and homosexuality.

"I guess I should ask you about the relationship between Germans and Jews," visitor Diemut Poppen said to Porat. "We Germans have so many insecurities when it comes to Jews."

Viola Mohaupt-Zitfin, 53, asked if Porat felt welcome as a Jew living among Germans "considering our past and all that."

Yes, Porat said, Germany is a good place to live, even as a Jew. But the country could do even more to come to terms with its Nazi past, he added. He advised the would-be traveler that anything is permissible to bring to a Shabbat dinner as long as it's not pork.

"I feel a bit like an animal in the zoo, but in reality that's what it's like being a Jew in Germany," Porat said. "You are a very interesting object to most people here."

Dekel Peretz, one of the volunteers in the glass box, said many Germans have an image of Jews that is far removed from the reality of contemporary Jewish life.

"They associate Jews with the Holocaust and the Nazi era," he said. "Jews don't have a history before or after. In Germany, Jews have been stereotyped as victims. It is important that people here get to know Jews to see that Jews are alive and that we have individual histories. I hope that this exhibit can help."

Still, not everyone believes this is the best way to promote understanding.

Rabbi Yehuda Teichtal from the Jewish Chabad community in Berlin said Germans who are really interested in Jews and Judaism should visit the community's educational center.

"Here Jews will be happy to answer questions without sitting in a glass box," he said.
